Choe Chungheon

Choe Chung-heon (1149–1219) was a military official of the mid-to-late Goryeo period and the first leader of the Choe military regime. By establishing the Gyojeong Dogam, a supervisory council through which he controlled state affairs, he built an institutional foundation of power that allowed the Choe family to hold sway for roughly sixty years.
