Choe Seungno

Choe Seung-ro (927–989) was a Confucian scholar and civil official of early Goryeo who rose to the post of Munhasijung, one of the highest offices of state. He presented the "Twenty-Eight Points of Current Affairs" (Simu 28-jo) to King Seongjong, laying the foundations of a system of governance grounded in Confucian principles. His work played a major part in steering the politics and institutions of early Goryeo along a Confucian course. His ancestral seat was Gyeongju and his posthumous name was Munjeong.
