Eulpaso

Eul Paso was a chief minister of Goguryeo, appointed under King Gogukcheon after living as a poor farmer in Jwamul Village of the Seoamnok Valley. As guksang (state councilor) he carried out the Jindaebeop, a relief system that lent state grain to the people in lean years and had it repaid after the harvest, easing the lives of the poor. It stands as an early example of the state directly aiding its subjects, and his life is recorded in the biographies of the Samguk Sagi.
