King Seongjong of Goryeo

Seongjong (成宗) was the sixth king of Goryeo (r. 981–997), ascending the throne after the death of King Gyeongjong. He adopted Choe Seungno's Ten-Point Memorial (the "28 Urgent Matters") and, on the foundation of Confucian ideals, organized a central government of two chancelleries and six ministries along with twelve provincial administrative centers. He also reorganized the Gukjagam national academy to advance state education, dispatched classical and medical scholars to the provinces to spread Confucian learning, and, when the Khitan invaded, sent the general Seo Hui to resolve the crisis through negotiation. Through these reforms he is regarded as the ruler who laid the groundwork for Goryeo's Confucian system of governance.
