This pavilion is presumed to be the gate tower (munru) of Hwachukgwan, which was first built in the 35th year of King Seonjo of Joseon (1602). The building is a hip-and-gable tiled structure of three bays at the front and two bays at the side, framed on twelve stone pillars, and it was a building used as a temporary palace (haenggung) when the king traveled to the hot springs at that time. Originally located at the main gate of Jungang Elementary School, it was relocated here in 1959, and inside it remains a commemorative text (gimun) written by Uam Song Si-yeol. In order to develop Cheonan Samgeori into a tourist site, Yeongnamnu, which had been the gate tower of Hwachukgwan, was moved to the lakeside and erected over the water.
